Sovereign Intelligence: Jaishankar Warns UNGA 81 Against the 'Weaponisation of Everything'
• India asserts the right to indigenous AI models to ensure strategic autonomy and alignment with national priorities.
• The evolution to "Intelligent India" signals a shift from infrastructure consumption to global deep-tech leadership.
• Delhi warns that the weaponisation of finance, market access, and technology disproportionately targets the Global South.
Addressing the 81st Session of the United Nations General Assembly, External Affairs Minister S. Jaishankar delivered a stark assessment of the modern geopolitical landscape, where the tools of global integration are increasingly being turned into instruments of coercion. At the heart of his address was the concept of "Sovereign AI" - India’s refusal to outsource its cognitive future to a handful of global tech conglomerates.
From Digital Infrastructure to Intelligent India
India’s journey over the last decade focused on building the world’s most robust public digital infrastructure. However, the Minister noted that the "Digital India" phase has matured into the "Intelligent India" era. This transition is defined by the development of indigenous AI models trained on local datasets and tailored to domestic challenges.
The move is a rejection of a "one-size-fits-all" AI regime governed by external interests. By owning the full stack - from data to algorithms - India seeks to ensure that its digital evolution remains culturally and economically aligned with its 1.4 billion citizens.
The New Architecture of Global Coercion
A recurring theme in the address was the "weaponisation of everything." Jaishankar highlighted how global interdependencies - once thought to be the bedrock of peace - are being exploited. Finance, technology, and market access are no longer neutral utilities; they are levers of power.
For the Global South, this creates a state of perpetual vulnerability. To counter this, India is backing its policy rhetoric with hard capital. The government’s ₹1000 Crore deep tech fund, anchored at IIT Madras, serves as the backbone of this sovereign ambition. This fund is designed to nurture a domestic ecosystem of hardware and software that can withstand external disruptions to global supply chains.
BharatLens Deduction
The push for Sovereign AI is the first major pillar of what can be termed a "Digital Non-Aligned Movement." In the 20th century, nations sought to avoid being caught between rival military blocs; in the 21st, the struggle is to avoid being caught between rival tech stacks.
By developing independent AI capabilities, India creates a strategic buffer against diplomatic blackmail. If a nation can be cut off from financial systems or essential software at the flip of a switch, its sovereignty is an illusion. Indigenous AI ensures that the critical decision-making systems of the state remain under national control, effectively preventing the digital colonialism that threatens to re-subjugate the Global South. This is not isolationism; it is the essential insurance policy for an independent foreign policy in a digital age.
